Text-to-Speech Voices Installer downloads the voices from Microsoft directly so you don't have to worry about the source of the downloads. In case its presence is not detected, the application prompts you to download it. The Microsoft Server Speech Platform Runtime must be installed for the voices to work. All the other ones are available for download and can be installed without a lot of hassle. Windows comes with a few integrated voices for the default language of your operating system (usually English), which can be used by any text-to-speech application you run.
